This constraint makes counting all objects a much less efficient strategy for the child. The learner must invent strategies that help him/her to see quantity in more flexible ways. This activity fosters development of number sense by facilitating progression towards this flexibility with number. In particular, children decompose and compose numbers in various ways. For example, seeing 13 as 6 + 6 + 1 or 5 + 5 + 3.
